Abstract: Since 2014, Santa Catarina has sought to build Innovation Centers in all regions of the state. One of the aims of these Centers is to create a culture of innovation and entrepreneurship in the regions. Therefore, as there is still no study analyzing why and how this cultural transformation is promoted, this study is justified. The aim of this article is to identify the mechanisms and process of institutional-cultural change promoted by the Innovation Center in the Serrana region. To this end, a single, explanatory case study was carried out, with 22 semi-structured interviews. The research found that the Innovation Center of the Serrana region seeks to promote cultural change through 4 events and programs. The institutional change mechanisms found were those of layering and conversion, with the aim of adding new values, norms and worldviews and redirecting existing institutions. These mechanisms are aimed at different actors, such as school students, university students, traditional entrepreneurs, new entrepreneurs and the general community. The intention is that, through this institutional change, a new entrepreneurial class will be born, responsible for undertaking in new sectors, changing the region's technological path. This process of creating a trajectory has been called class demiurgy.
